Westair is seeking a highly experienced and safety-focused Flight Operations Manager to lead and oversee the safe, compliant and efficient conduct of its flight operations. This is a key postholder position, approved by the Namibia Civil Aviation Authority (NCAA), with direct reporting to the Accountable Manager, based in Windhoek, Namibia. The FOM holds ultimate authority in matters of flight safety and is responsible for ensuring that all operational activities are carried out professionally, within regulatory limits and in support of customer satisfaction and operational profitability. The role encompasses operational planning, regulatory compliance, crew management and coordination across departments to uphold the highest standards of safety, efficiency and service delivery.

Duties and responsibilities:

  • Ensure compliance with NCAA Air OPS requirements and all regulatory flight operation standards.
  • Represent the Flight Operations Department in all interactions with the NCAA and relevant authorities.
  • Manage, plan and monitor day-to-day flight operations and flight crew activities.
  • Select the appropriate aircraft for operations bases on performance and reliability.
  • Prepare and revise operational procedures, rosters, fleet plans, MEL’s and manuals in collaboration with CAMO and Compliance Managers.
  • Ensure operations are conducted within approved limitations and flight manuals.
  • Maintain oversight of emergency procedures, checklists and operational directives.
  • Investigate flight safety incidents and implement corrective actions.
  • Supervise compliance with pilot duty and rest time limitations.
  • Contribute to the recruitment, employment and dismissal decisions of pilots, project managers and ground crew.
  • Liaise with maintenance and sales departments regarding operational information, costing and aircraft readiness.
  • Ensure aerodrome operating minima are calculated and applied correctly, as per Operational Manuals Part-C.
  • Support high levels of flight crew training and customer-oriented service delivery.
  • Monitor the safety and legality of operations involving third-party contractors.

Minimum requirements:

  • Be a pilot with extensive aviation experience exceeding 10 years and hold or have held an Airline Transport Pilot License (ATPL);

OR

  • Be a qualified dispatcher on the relevant aircraft types with at least 15 years of aviation experience;

OR

  • Have more than 15 years’ experience in a flight operations role and have completed a CAA-recognised flight operations management course.
  • Have a solid knowledge of the operational requirements of the relevant aircraft type(s).
  • Demonstrated experience managing flight operations teams and ensuring compliance with NAMCARS and operational manuals.
  • Strong planning, organizational and decision-making skills in a dynamic aviation environment.
  • Excellent communication and leadership capabilities.
  • Must be accepted or eligible for acceptance by the NCAA as a Flight Operations Postholder.
