QUALITY ASSURANCE MANAGER (QAM)

General Description
(a)The Quality Assurance Manager reports directly to the Accountable Manager in who lays the responsibility of the Quality Assurance System of WESTAIR. (b)During his absence the QA Assistant will be responsible for the functions of this position, or a delegate appointed by the QAM.
(c)The Quality Assurance Manager is responsible to the Accountable Manager for the definition, implementation and follow-up of the appropriate procedures contained in the Quality Policy and Quality Assurance System Manual.
(d)He shall ensure that the organisation staff have job descriptions, responsibility and authority for carrying out their functions.
(e)Comply with the minimum required qualifications of the QAM as described in the Westair QASM. Shall present his credentials to the CAA for acceptance before accepting responsibilities of the position.
(f) He shall ensure that the Quality Assurance System is specified and efficient. His scope includes monitoring compliance with procedures designed to ensure safe, secure operations, airworthiness of aircraft and equipment.
(g)The Quality Assurance Manager monitors compliance with and adequacy of procedures, required to ensure safe and secure operational practices and airworthy airplanes. To ensure full objectivity, the Quality Assurance Manager shall operate independently and have full access to all operational and maintenance activities in the departments, or when necessary, the company. The Quality Assurance Manager report directly to the AM and is member of the safety committee. The Quality Assurance Manager has the authority to report directly to the AM, if a situation, in his opinion, warrants it.
(h)The Quality Assurance Manager has the following duties and responsibilities with regard to the Quality Assurance System:

Quality Assurance System Management

(a)To manage and to ensure an up-to date Quality Assurance System.
(b)To continuously monitor the effectiveness of the Quality Assurance System.
(c)To amend the Quality Assurance System documents and to keep them up to date.
(d)To ensure that a Quality Assurance System is properly established, implemented and maintained.
(e)To plan, develop, co-ordinate and implement audit procedures and programmes.
(f) To ensure consistency and acceptable content of the audits.
(g)To monitor the efficiency of the audit process.
(h)To detect and to advise line-management on required corrective actions to be taken.
(i) In general, to monitor the (flight) safety aspects of the operation and to support management in quality related matters.

Responsibilities

(a)The Quality Assurance Manager will be responsible for ensuring that the Quality Assurance and Document Control Systems are properly established, implemented and maintained. Management will provide the required financial, material and staff to accomplish the objectives of the QAS.
(b)Ensure that the air service operates in a safe, reliable and secure manner. Taking responsibility for safety risks and security threats to operations within the WGC Plan and conduct regular audits of all sections, procedures and activities as carried out by Westair and record findings of the audits in a proper manner.
(c)Ensure that the audit findings are recorded and upload any identified hazards that have been raised through the quality audit activities in the WGC hazard register.
(d)Provide reports to the Accountable Manager(s) of each audit, internal and external, specific findings, operational risks, root causes and if needed propose possible solutions to avoid or reduce re-occurrence of the same or similar shortcomings.
(e)To ensure effective communication to management as well as operational personnel through the quality assurance notification systems of any quality assurance issues, identified risks, hazards and results.
(f) Provide quarterly QA reports to management.
(g)Meet regularly with the Accountable Manager(s) or section managers to discuss procedures, required regulations and directives, operational risk, audits and findings and status of corrective actions.
(h)Ensure an acceptable quality standard of the sub-contractors and service providers.
(i) Plan and conduct regular audits of all of the sub-contractors and service providers to ensure compliance of Westair procedures, Service level agreements.
(j) Ensure that regulatory changes, which affect the operational and maintenance activities are implemented.
(k)To communicate with the NCAA about the Quality Assurance System and the regulatory standards.
(l) Regularly review new and existing documents and manuals for currency and correctness.
(m) Oversee the maintaining a library of all controlled documents and manuals in use by the operator.
(n)In all cases, the Quality Assurance Manager will ensure that persons, directly responsible for activities to be audited are not selected as part of the auditing team. The Quality Assurance Manager will record a list of designated auditors and issue WGC credentials.
(o)Monitor electronic databases.
(p)Provide advice, when requested regarding new projects, procedures or operations.
(q)Implement safety actions as recommended by the Safety Manager

Authority

(a)To monitor compliance with-, and the adequacy of, procedures required to ensure safe operational practices and airworthy aircraft, as required by the CARs, through the establishment of one or more, but complementary, quality assurance programs.
(b)To verify, by monitoring activity in the fields of flight operations, maintenance, crew training and ground operations, that the standards required by the Director, and any additional requirements defined by the operator, are being carried out under the supervision of the relevant nominated post holder.
(c)To monitor any contractor employed by WESTAIR in order to ensure that the required company and legal standards is met.
(d)In the absence of the so designated Quality Assurance Manager, his authority and responsibilities will be taken over by the Safety Manager or the Quality Assurance Assistant, whomever has the most experience.
(e)This manager shall furthermore have the authority to:
Stop or prohibit any action or operation which could jeopardize civil aviation safety.
Stop or prohibit any action that is unsafe or unreliable
Have access to all parts of the organization.

Experience

(a)The Quality Assurance Manager ideally will have at least 5 years aviation experience, in either one or more of the following areas:
i) Aircraft Flight Operations
ii) Air Traffic Control
iii) Aircraft and/or Component Airworthiness and Aircraft Maintenance
iv) Aircraft Manufacturing

Qualifications
The QAM has successfully completed the following courses:
Quality Assurance Management course
Aviation Auditor course
Human Factors courses and/or Human Factors Maintenance Course
CRM or TRM courses
Civil Aviation Regulations course
Occurrence/Incident/Accident Investigation course (Optional)
and if possible, holds or have had at held one of the following: i) Commercial Pilot License, or ii) Air Traffic Control License, or iii) Aircraft Maintenance Engineer’s Qualification
