We are seeking an experienced, decisive and safety-driven Senior Accountable Manager (SAM) to join our executive team, based in Windhoek, Namibia. This pivotal role ensures that all our air operations and maintenance activities are conducted in strict compliance with applicable safety, security and regulatory standards. The SAM will serve as the cornerstone of operational accountability, directly overseeing all aspects of airworthiness and regulatory adherence while supporting a culture of excellence.
Duties and responsibilities:
- Acts as the legally appointed, authorised and responsible person to the Namibian Civil Aviation Authority (NCAA) on behalf of the Board of Directors.
- Ensure full compliance of Westair Aviation’s activities with Namibian legislation and all relevant aviation regulations.
- Hold ultimate authority and responsibility over:
- Human resources and major financial decisions;
- Implementation and oversight of Safety, Quality and Security Management Systems;
- All operational and maintenance compliance matters under the Air Operator Certificate (AOC).
- Directly support and resource all post holders to maintain safe, secure and airworthy aircraft.
- Maintain clear and open liaison with the NCAA to ensure consistent interpretation and application of regulatory requirements.
- Chair (or delegate) the Compliance Review Board and lead key decision-making forums.
- Exercise full authority to consult, access and intervene in any operation or activity to enforce compliance and stop unsafe practices.
Minimum requirements:
- Proven track record in aviation management with senior-level authority and regulatory oversight.
- Must be acceptable to the NCAA and free of prior convictions or administrative sanctions related to aviation law.
- Deep understanding of the Namibian Civil Aviation Act, Civil Aviation Requirements (CAR’s) and the responsibilities of Westair Aviation as an AOC holder.
- Strong leadership with the ability to make high-level decision and delegate appropriately.
- Committed to safety, quality and security – with a personal dedication to uphold and lead by these principles.
- Excellent communication skills and ability to liaise effectively with aviation authorities and internal stakeholders.
